The Escort Passport 8500 and Valentine One detectors are supposed to be the best, but they are expensive. I bought a Passport 8500.

go to caranddriver.com. use radar as your search term, they usually do a pretty good test. Valentine wins every time, but they rank the others

Get a wireless version with 360 degree to ensure you are covered.

The wireless for states where it is prohibited. LOL

Valentine one. Mine's saved me more than I can count. The escort 8500 is very nice also, and a little cheaper, but the V1 always beats it in the C&D test, and the V1 will tell you which direction the signal is coming from, so you can decide if its a threat, or exactly who is causing your detector to go off. It also is the only detector with 2 seperate sensors, which is how it can tell you the direction. You'll pay $400 for it, but if it saves you from just one ticket, the insurance costs alone will pay for the detector. www.valentine1.com

As far as illegality, our wonderful capitol city, Washington D.C. and the great state of Virginia are the only places left with radar detector bans in place. Conneticuts was the last to drop, I think about ten years ago. I'm not aware of any municipal or county bans.

Quote from the linked site

"Radar detectors are banned in all vehicles in Virginia and the District of Columbia and in big trucks in New York and Illinois. However, they are allowed in noncommercial vehicles in the other 49 states besides Virginia. State legislatures for the most part have been unwilling to ban detectors. According to the Radio Association Defending Airwave Rights (RADAR), more than 110 attempts to ban radar detectors in 33 states have been defeated in recent years.

This site is from a legisaltive group that wants to ban detectors, evidently.
