Check your relays.

Whats the car doing? Cranking but not starting?

Engine needs air, fuel, spark.. to run. Not easy to diagnose as it sounds sometimes but.... Try and go over basics first. Have good fuel pressure? Getting air into the engine? getting good spark? What were you working on when the cables touched. Maybe you left something disconnected because wires hit, and forgot to finish initial install?... if not maybe post some more info maybe theres a clue some where you not seeing but someone else will.

I was tightening the hot side turbo clamp with the battery out of the car. Ran fine before this. can touching the battery terminals together cause the car to go in safe mode or something? I went over everything again to make sure things were right.

Well when you took the battery out of the car you needed to disconnect things right. You have made sure those things are now properly connected right? When you were working on the clamp, you were aware of the things near where you were working could be moved/broken/disconnected by being heavy handed right?

If you sure the tightening of the clamp before the wires touched went without a problem, I would lean towards a fuse or relay being fried as a result of the temporary short/volt spike. Hard to tell without seeing or hearing... things

Sorry but I don’t think I can help from here better than that. Maybe someone else will read and post an idea or something.
