where exactly is this wire in relation to the steering clutch pedal? where do i find it to check it out?

I did this when I very first had my neon Almost like my first mod.

I don't think so- I'm sure some told the dealers but I don't think they'd care enough since people weren't dying. Either people fix it or they dont.

all this can be fixed from inside the car right?

Yea. Just look under your clutch, pull out the bundle of wires from the floor board, (I had to remove the brake light actuator to get enough slack to get the wires over the clutch pedal) and just zip tie it up under the dash- thats what I did. And then replace the actuator.
