As of right now with my issue I got somewhere. I can get power from the fuse to the fog light, but not from the switch to the fuse. I also put power directly to the switch and the fog light lit up on the dash, but no connection to the fuse. I have 3 missing wires on my MFS harness. Is this normal? I feel like a previous owner may have bought something without the fog light wiring on accident and didn't bother to get the correct one. Or, willingly cut out the wiring to the fuse for some reason.Fuse 19 in the fuse block at the left side of the dash.

Check the back of the fuse panel for modification. One silly thing people did was rewire for fogs to come on without headlights (like my 98 neon 😞).As of right now with my issue I got somewhere. I find myself looking forward to this guy's responses.The attached may be a bit complicated.
PDF has the multi-function switch harness connector with pins and circuits listed, and as a separate page, a cut-and-paste of the fuses and pins and wiring and switches going from the PDC to the fuse block and finally to the fog lights.
Perhaps with your work tracing what works and what doesn't work, this may help to see what was supposed to be where and show what is missing.
I have blanked out the pins on the multi-function connector diagram that were for the EXPORT cars. (Pins 1 and 12).
Also pin 10 shows blank because it had no wiring listing. Those are likely your "3 missing wires"; that's appears to be normal.
