I am a welder and was goin to make a catch can out of aluminum. I was wondering if all i needed was a "vacum in" port and a "vacum out" port and a drain plug for a catch can? or do I need some type of filter inside of it.

Every thing you stated is true. If you wanted to make the can so you can take the top off or whatever so you could put a filter in it if you wanted, but i find it pointless since you already have an oil filter which cleans the oil already.

You don't need a filter per-se, but you do need some type of a baffle that the air has to go around. This allows the air to hit a surface and the oil vapor sticks to the surface and builds up. an upside down T running down the middle would work...you just want the oil-air to "rub" against stuff before it goes to the intake, because it will rub against your intake, turbo, intercooler, and throttlebody and do the same thing.
