So I was driving home on the highway and I was doing ok but then my turbo has no pressure built up and is making a high pitched whining sound and it blows white smoke when i press the gas. I thought maybe blown head gasket at first but I drive for a good 10 minutes the rest of the way and no over hearimg.whats so ever

Do you have aftermarket ingectors with ohm resistors? May sound weird but I had the same problem with mine and the injectors were stuck wide open

Take the intake off. With the engine off, see if you can spin the turbo.

Sounds like the turbo seals. If they leak then coolant and/or oil will end up going into the exhaust manifold, get cooked, and produce white smoke.
You can buy a new CHRA (the guts of your turbo) for a couple hundred bucks and replace it yourself if you're good with your hands.

Before the rain started i took the cold air intake off and was able to spin the turbo so I assume the turbo itself is fine. I noticed a small crack in the intake manifold but it doesnt seem to go all the way threw just on top of it. I'm hoping it's a gasket but I gotta watch videos on how to take the intake and turbo off.

The turbo can still spin if the seals are bad.
Here's a pretty good video showing how to replace a CHRA...
