Is this car stollen? If not, hopefully the drive is alright

I spotted a red srt4 while taking my girlfriend to work today. It looks stock with aftermarket exhaust (muffler style) right when I got on I25 south from Araria (spelling)...
It didn't have a license plate and both driver & passenger front windows were busted out. I got close enough to snap these pictures, it wasn't really safe enough for me to get close enough to snag a VIN number.

hopefully the driver is alright, or that the car wasn't stollen and abondoned

i saw the guy that owned that one on Friday night on 120th I think... he said he just bought it and said his was stock... Latino fella, seemed nice. Had a temp tag in the window.

Asked if mine was a stage 2
