Why is the boost fluttering at about 15psi?

I have a 2004 srt-4 with agp 50 trim turbo upgrage, agp intercooler upgrade, fuel kit up grade, msd ignition system, turbonetics waste gate and blow off valve, turbo xs boost controller, 750cc injectors, and apexi safc II

The turbo boosts up fine until it hits about 15psi and then it I can hear fluttering and feel surging (still keeping at about 15psi) and if you continue to hold it the check engine light flashes but when you let off the light stops.

I found a sheet where the guy before me had it adjust on the safc controller and had max boost of 20psi.

I 've thought about adjust the waste gate or blow off valve to see if that's the problem but not quit sure how.

Does anyone have any ideas or info to help me out?

take it someplace and get it tuned. you are running into overboost which the map clamp should be dealing with. it also sounds like there is a weak sping in the wga or bov too. do the check codes thing and see if you are getting any codes.

what kind of intake do you have installed? the bov isn't the problem, possibly you could have a bad spring in the wga but that wouldn't cause the constant boost flutter, it would just flutter then catch back into the boost build up. If you could ever get the CEL that flashes that would help.

If you are getting a flashing CEL that may be caused by spark blow-out, you could try regapping the plugs and see if that gets rid of the flutter.
