I've got the AGP WGA and it does pretty much the same thing. Part throttle overboost is inevitable with a small turbo and a stiffer WGA because the turbo spools up so much faster. I don't know why it flutters at part throttle, but it doesn't bother me because other members have reported the same thing.
I chose not to use a boost controller because again with the small turbo, it will spool way too fast. The bleed valve does almost the opposite. It just dumps off small amounts of boost to the WGA to get better spool, but there is always boost to be sensed by the WGA. With a boost controller (which most of them are made for bigger slower spooling turbo's) it actually hides all boost going to the WGA until that peak boost is met. It's great for big turbos, not so great for delivering good driveability on a car with a small turbo.
I have the green line capped off and I tee'd into the blue line and that's my boost source for the WGA. Trust me, blue line gives wicked top end and the car pulls crazy hard. With the bleed valve, I set the WGA to 16 PSI, and I love it.
