Default boost controler and boost leak connection?

ok, i tighted up all my couplings when i relalized i was running 15-16lbs of boost when i should be running 22lbs. it didn't change my boost after i did this. so i pulled over and turned up the boost controler, exactlly one whole turn up. now i'm back running 22lbs of boost. if there was a leak, wouldn't i still have a boost loss even with turning that up? will i still lose boost again? that or somewhere along the line the controller got turned down i guess.
