Default why only 15 lbs now?

ok this might be a really stupid question but why is it that i can only run 15 lbs of boost now that i got my WGA back? i'm not running a boost controller i took it off before sending it in. then i get the wga back and can now only hold 15 lbs. why is that?
i was able to run an easy 19 lbs before sending it in and now it just hits 15 and then releases. any idea? didn't change anything else. and the only thing we did was put a new shaft shaft on.

Check for boost leaks if you have not already. A boost leak would most definitely cause your problem.
