i swaped wastegates with a buddy of mine today who has a ebay xspower and put my 14 psi spring in. it doesnt fluctuate in high rpms it will do it however it does do it( but not as bad) on initial spool up from a low rpm pull, it spikes high falls back quickly comes back up a little and holds right to redline. Also when shifting it while hammer down it spikes and then falls quickly to the desired boost level and holds.

What bleed is in your boost controller, and are you sure you do not have it hooked up in reverse?
