Default Delta 65 spools slow ... progressively. I need help

I have a fully built motor with literally ALL of the bolt ons. I have water/meth injection and SCT tuning. I have the Delta 65 kit with Evolution wastegate. I also have literally EVERYTHING a person would think would help with fast spool. Things such as a 4" intake, 4" exhaust, hard pipes, ALL my vaccuum lines are even hard brake line ( no swelling ).
I have tried EVERYTHING to make this thing reach full spool earlier. I've looked for vaccum leaks ... HAVE NONE. I've checked all of the exhaust components for leaks ( manifold, turbo, wastegate, ect ... ) HAVE NONE.
I even took apart the snail shell where it mates to that backing plate and placed high temp rtv in there to stop that small leak I had .... STILL to no avail.
I've played with my AVC-R boost controller for 5 months straight to no avail. No amount of gain setting, boost duty cycle, feedback speed, ect, ect changes how fast or slow this turbo spools.
It is indeed spooling, but does not reach my max target boost level until after 5000 rpms. Shouldn't this turbo be able to reach 25 psi of boost by at least 4000 rpms ? It's only at 18.5 psi at 4000 ....

I need help.

Cams help shift your power which cam make you spool faster. A ported head with oversize valves help alot 2.

Do you know anyone with a manual boost controller just to see if it makes any difference?

Also, what gear are you testing it in? You need to make sure you are in 3rd gear, otherwise the car will not be under enough load to spool the turbo.

I can probably find a manual boost controller to borrow. However I have the ability to turn off this one and it acts the exact same way on the wastegate only.

I've been testing in 4th gear, because 3rd gear happens REALLY fast to be able to keep an eye on my boost gauge, water inj light, afr gauge, ect, ect ... oh yeah, and the road too LOL

Here's what happens in either 3rd or 4th though : I start down low at about 2800 rpms and go WOT. It SLOWLY climbs until it gets to about 4000 rpms and then shoots on up pretty fast until it reaches the target boost.

Thing is though, at 4000 when it really starts to spool up fast, I am WAAAAAY below the target boost ... like about 15 or 16 psi. It doesn't hit that target boost until about 5200 rpms. I thought I should be at close to target boost at about 4000 rpms ... Isn't that what full spool means ?

What about the exhaust side of the turbo?....what are the specs on the turbine housing?

That almost sounds like how it would be if a vac line were hooked up to the wastegate without having any boost controller connected. Try to get a hold of a manual boost controller and bypass your AVC-R to see if it makes any difference.
