Default Blockoff for pulley splash guard

Has anyone blocked the bottom of the serpentine splash guard to keep water out and if so how?

It does have a bottom....unless you mean something more than that?

In this picture you can see it near the IC piping, it comes inward.

Mine has a little square or rectangular hole to get to the belts I guess and thats where water gets through whenever I hit a puddle. I saw somewhere in the forums someone made a plastic block off for it I couldn't find the thread again though.

My stock one covers the belts completely. Maybe yours has been modified?

That's weird mine covers everything and I don't have any issues. If you have the radiator air deflector installed it should block anything else from flying up in there.
