NE House Keeping Cleanup

hey, just suggesting we clean up the NE section a bit (some of the 2007 sticky threads, maybe delete/recreate the spotted thread.)

maybe some way to get a bunch of the newbs back in the feel, NE kind of fell off a bit because the forum 4 and 5 veterans don't participate or have left the srt realm.
