taliban extorts money from the people who have contracts with US to build things. they automatically add that 20 to 30% into their budget and hand it over to the taliban.
That's fucking bullshit. If that's true then "The Chosen One" better fucking do something about it.

That is true, (but not directly or on purpose) they use mob tactics. Lets say we give $100,000 to a guy and his crew to build a school building. The Taliban comes in after we leave and says you need to give us $10,000 for "protection". What that means is the Taliban will tear some shit up and break some legs if they dont give the money. We cant do much about it because the place is just to big for us to be everywhere at once. We dont fund them on purpose though.
Obama needs to put the contracts on the condition that they dont pay the Taliban off but it would still be hard to enforce.

Sad but true. And even if we did protect the workers during the building process, the bad guys will just blow up whatever was built anyway. One way or another, they get their money.
I think he was trying to say that we knowingly continue to keep paying locals for work, which in turn funds the insurgents in country and therefore gives us a reason to stay and keep throwing money at KBR.
