The attack on the Liberty was supposed to kill everyone on board as a false flag to be blamed on Egypt to get the US into the war. It went wrong and was covered up. That is why the white house called back the help. They needed the ship to go down. It was just another Gulf of Tonkin incident, but gone awry.
According to survivors they first attacked the communications tower, and they machine gunned down life rafts being deployed. They Israelis had to have strict orders to make sure that no word got out on the attack, and that there could be no survivors.
