Default New, need help, PLEASE!!

Hey all, I just bought a 04 SRT-4 from the dealership I work for. Was boosting over 20 psi when I test drove it. Dodge adjusted it down to 5 psi, and I changed it (with man boost controller) to 15 psi. I am just wondering, shouldn't the PCM have limited the amount of boost it was producing? My WGA is hooked up through a solenoid. Also, 2 solenoids dont have anything hooked up to 1 of their (tits). Just a elbow. Is that normal? One last question, does anyone have a vacuum diagram so I can figure out what line does what. I work on cars, but am clueless about turbos. Just want to know how the solenoids and vacuum lines operate so I can check them. Thanks for the help!!

Forgive me if I've screwed posting the pic up. I've got my car boosting a spike to 19psi dropping to 16 psi at red line. I've got an electronic boost controller though and an FM wastegate. Check to see if you have an adjustable wastegate on the car as they probably dialed that down to release the pressure to achieve only 15 psi.
