Default E-Boost2 Question

Ok so i have a e-boost2 in my car and it has 3 settings set up on it one for around stock one for around 10psi and one for around 20-21. I bought the car with it and did not tune it myself or anything. For some reason when i put it on the 20-21 setting it peaks at around 15 now instead of going up more and i dont know why. I did not mess with anything. anyone got any ideas?

Stock turbo? Tell more... stock turbo is only good for 16 lbs of boost at the most. you might get it to spike up to 20 or 21 but it will drop back to 15 or 16 #'s

mine was doing that when i had a leak of some kind

the eboost2 doesn't have the feedback option...so it doesn't react when boost change
