Default Boost Question

for some reason on my car it wont hit full boost in 1st and 2nd....i took my turbo xs Boost controller and set it at 20 psi in 3rd gear and now when i floor it in 1st and 2nd the boost only builds up to like 7 or 8 psi espically in 1st... builds then i shift at like 6000-7000 about. only gear it will build up on is 3rd...i havent done 4th year cause the road im tuning it on cant get up enough to build in 4th... i just finished my swap so i dont have plates to take it out on the highway.. but 1st and 2nd is like 10 max then 3rd builds to 20 or so... ive done boost leak test at least 5 times. is it a wiring issue? im running pig rich in 1st so rich the gauage reads --- rich. cause i base tuned it for 20psi. is the totally rich factor a problem i would still think it would hit at least 15 but maybe its TOOOO rich? electrical issue? have no idea any input would be helpful thanks
