Here is a copy of a tech support chat with SCT concerning purchasing a used SCT.

Matt Lapoint: this is true - as long as he has returned his vehicle to stock, it should be able to be used on another vehicle

ron: just to confirm. how many vehicles can it be used on before it is locked?

Matt Lapoint: 3 total

ron mauldin: if it arrives locked can I pay to have it unlocked by sending it in? if so how much would that be?

Matt Lapoint: this is correct - it's normally $150.00

ron: Can I send it in directly or would I have to go through a retailer? I was just wondering since I am purchasing it from an individual and not a store.

Matt Lapoint: no problem
Matt Lapoint: you would have to contact us - and we issue a Return authorization number
Matt Lapoint: we use that to track and bill the device once it comes in house

ron: Thanks

The online tech support was quick and easy. On the SCT website they have a private chat function to talk directly with the tech guys. I need to write them back in the morning and talk with one of the calibration techs about a specific tuning questions I have.

wait a minute, so if my buddy has an xcal, he can put a tune on his car, and modify the tune for mine as well, as long as only 3 cars total are modified? can the three cars total all have a tune of some sort?

One vehicle paired to the SCT at a time/ one tune at a time.
First vehicle needs to be flashed back to stock before vehicle number two can be flashed.
The number two vehicle needs to be back to stock before vehicle three can be flashed.
After the third vehicle flashed it is locked and you would have to call SCT directly and get authorization to send it in for $150 to reset it for it to be unlocked.

FYI: I am posting this based on info directly from SCT tech support. I actualy know very little about the SCT other than the little I have read here on SRTforum.

I believe Ramsey Family Racing is an authorized SCT dealer. They're in Sanford.

Not true. Here is a screen shot from my computer of the LiveLoad software from SCT on the used SCT I bought. If you look it clearly states it is unlocked. Also if it was locked it would be $150 not $160-$180 to unlock it.
