Does SCT permanently lock to a VIN or can you sell it if you sell your car?

I'm just curious about this. I want to know if SCT can be sold separately from your car if you get rid of it - just like how you can sell your staged kits or your aftermarket management components. This is probably the only issue holding me back from getting SCT. I like to buy mods that have at least some residual value.

The programmer can program up to three different Vin's at different times. So one vehicle at a time. After the third vehicle, it must be sent back to SCT to be unlocked. Does that answer your question?
