Banning him will not get your money back. I think you should post your experience in his trader rating just to let other potential buyers know of your experience.
At this point, I think you should just cut your losses, and learn the lesson of never buying something without seeing it in person...I had to learn the same lesson. It's one sure way of this not happening to you again.

You mean yall cant do anything about scammers? Yall wont even ban them?
Well I saw him come online today so I PM'd him and within a minute of my PM he logged right back off. I guess this confirms the fact that I will never get my money or part back. So much for him being an honest guy...
Instead of running this thread into the ground I will not post about this anymore. What's done is done and if he can live with the fact that he was dishonest and lied and can sleep at night, so be it.
Thanks to all of those that tried to help...unfortunately there is now another scammer out there to be stopped.
I'm back dude. Sorry this happened to you. If you wan't him banned, I'll do it. He'll most likely create a new profile and scam someone else. You have his address, call the local authorities and see what they can do. You can also call the magestrates office. Let me know.
