Stuck Boost Control and idle

Car is an 05 SRt-4, has 590injectors, 3bar mopar map, CIA (AEM), 3inch cut out.

Car runs and drives like a champ, I had local help tuning the basemap for drivability and it seems great, fan seems to kick on alot though.Free File Hosting Made Simple - MediaFire

Okay, so I'm new to the EMS, I've exhausted all the reading I can do.

Problem one, at idle my target afr's should be 14.5, why do I keep hitting 12.9, 13.3?

Second Question I've zero'd out anything to do with boost targets and anything related to boost control, I'm trying to get low boost so I can build from there and it wants to just give full boost no matter what.

Some one will chime in, i know when i wanted to run low boost i just hooked my WG to the compressor side nipple... stock turbo i think can go as low as 5psi..
as far as setting up the AEM EMS, Notta clue....
