Default not boosting.

hey guys.

Need some help. I have a stage 2 wastegate. Well what i think is a stage 2. Its mopar and its adjustable but the part numbers are different. Now the problem is that I’m only getting about 7 to 8 psi, it spikes about 9. That drops to 8. I check the whole turbo system for boost leaks. I had a lot. All fixed now. With the boost solenoid it will sometime spike 16psi but will drop down to 8 almost instantly. With the solenoid bypassed I get about 8 psi and it holds.
Also when I was checking for boost leaks. I wanted to see when the WGA started to open. It started to move at 5psi.
