Most of that quoted amount is labor... If they fixed the cylinders (they would all need to be worked on) versus giving you a new shortblock, it might save you $300-$500, maybe.
Look for a local shop you can trust to do the work and just buy a shortblock from the dealer or a used engine from a salvage yard.
The cylinder wall is part of the "short block" (bottom of your motor) they probably cant hone out the cylinder due to the piston being stuck at an obtuse angle in there or it put a hole in the wall.
You could look in the buy sell section for a short block and save some dough, you most likely will need a new set of pistons. I wonder what the hell you did to your car for this to happen tho.
I take it your warranty is shot or you didnt get the transferable 7/70 like us '03 owenrs did.

I heard a faint ckicking noise after i put it into second instead of 4th
back 5 months ago and it never went away.
2 weeks ago my shifter block seized it was covered under warranty
Got it back the noise is so much louder, {clicking under low acceration}
took it back in thinking they could fix it, they can but not under warranty due to my street racing setup of cai stage 1 and wga.

so you had tried to shift into 4th at like 3k and missed, or were you accelerating hard and tried to shift at 5k? If you overrevved your engine, then it's possible that your bottom end MIGHT be ok, but the vavletrain may be shot.
*This is just my casual observations*
My recommendation is to get a 2nd opinion from a performance shop that is close to you.

i want to fix it myself, dealer offered me 8500 for it and it only has 20k on it, (so no)

Wow, they called that a street racing setup? Did you tell them you were at high rpm's and went from 3rd to 2nd gear? That would screw you right there. It would be simple to put it back to stock and take it to a different dealer. Unless they flagged you on the system. You won't ever know unless you try.
They are trying to rape you. You can not drive the car at all if it has a siezed cylinder. The piston kinda has to move up and down for the motor to run. The easiest way to go about fixing it yourself will be to contact Jimmy at S&P performance and order up a short block for just under $1000. Tell Jimmy what you are trying to do and he will hook you up, and make sure you order all the parts that will be needed.

Damn good deal from Darrell Cox for 895.00 plus shipping for a complete block, awsome.. all you need to do is remove from car and re-assemble, install pan, head,manifold,etc.. just make sure your valve train is not messed up, take head to local machine shop for mild work and have them check it out..read a manual on how to prime oil pump, etc... get familiare with engine building.
