Default WGA and MBC

Ive got a T3/T4 garret turbo with a turbonetics eveolution exteranal wastegate. i only have the 13.5psi spring and I want to keep that in place in for when I use this manuel boost control so i dot spike at like 50PSI one day and blow something. I have forged internals and intend to run 18-20psi daily. My question is how would i hook this up would it be between the wastegate and the turbo and boost an additional 7psi from the MBC since the wastegate spring is already allowing 13.5 or would i just do 20psi on the boost control
