Ive noticed this since I got the car and I figured id finally ask about it. The car doesn't stick wide open so it would wind out.. Only happens when I get on it into boost and let off then when I go back onto the gas pedal its kinda stuck so I have to press more firmly on it. So id say its stuck closed?
I would check around the throttle body cable cam and see if there are any obstructions. Turn the cam manually and see if you feel it bind at any point.
