What is that orange stuff seeping out of the valve cover? Also what do you mean by no leaks? The RTV didn't leak out or something?

but what is the use or purpose of the DRC Oil Modifier?

O.k.... I've read almost everything in conjunction with this "oil modifier" and realise that it's the oil pressure at mid to high range that it's helping out..

Now I have a question... I see that it's a little sleeve, probably bored out bigger than our stock one... So is there one on every side of the cam shafts, meaning do you have to take off all 4 sides on the cams and replace all 4 or is it just this one on that side?

No, its is just one sleeve, it goes in one spot under the cam cap. It doesn't replace a stock sleeve because there isn't one, there is just a hole that it slides down into. It makes the hole smaller which I am guessing reduces the amount of oil in the top end at high rpm. Look at picture in #42
