i just changed my battery out, and now my wga doesnt seem to open, im going way past 20 in 3rd in 4th. im running rline, fuel rail, walbro 255, bottleneck fix, wideband and sct w/stg 2 wg. torque is not present due to ramping boost, no cel, mid 11.5 on wideband. why am experiencing this? before, boost was around 16 in 2nd, 18/19 falling to 16 in 3rd & 4th. i'm still running pcm controlled boost with all vac lines except the pink for the factory bov, im running a ssq teed off tb.

check your lines that all i can think off the batt would really mess with it unless you hit a boostline or something

No pinched, kinked or disconnected vac hoses? (especially the one going to the wastegate) Sounds like your wastegate is not getting a boost source somehow, or maybe your computer needs to readjust since the battery was disconnected...
Anyways, goodluck

does it take time for pcm to readjust after battery change? it seems it would, all lines are fine, i checked green line at the back of the turbo to solenoid, then black line at solenoid to wga, no cracks ,kinks or other stuff, i checked over most everything. could it just be the car readjusting?
this is the line that controls the wastegate - with you in the general vicinity when changing the battery - I'd bet that's it. Even if the line is connected, get a mirror back there to check the rubber connector to the turbo - it may be ripped. Your symptoms match this issue precisely....I know because this happened to me.
