I think it would be cool to have DP w/ e-cutout. sleeper then all of the sudden rape turbo spool. It could really trip some people out. I am going to switch as soon as I find somebody that makes a good cutout. I hear QTP blows and the motor always goes out on them.

I have the Needswings + McCord electric cutout setup on my car with basic stock turbo mods. I posted the following thread earlier in the year which shows before/after dyno results from opening the cutout. I picked up a ton of torque with it open.
Will the cutout in any way lower the performance of the car when closed via turbulance?
Im not an expert but I would have to say yes. Since doing the dump tube reroute kills performance because of turbulance. With the cutout, the exhaust starts down the tube then gets stopped and has to back up to go out the long tube.

this is kinda true in a way... when i put on my down pipe its a 3 inch i noticed gains over the stock dp big time and then more gains when i open it... so as far as that goes you'll notice more power... the true part of this would be that i can see the turbulance causing some power loss over another 3 inch down pipe that does not have a cut out but if your stock your going to have power gains by switching to a bigger downpipe no matter what
