Default Fuel System problem!!!! PLEASE HELP!

Well I've been back at school for a while but before I left, my NSRT-4 started throwing code P0171 (Running Lean)...It seems to have happened shortly after we installed the catback. I did a few full passes and it cleared the code for no more than a few hours. We hooked it up to the updated Snap-On and it showed that my A:F is only bad at idle. I have been getting about 11 mpg. This suggests a clogged/shitty fuel filter, right? I had to leave the car with my buddy and I've been giving him theories over the phone. The following things have already been done with no success:

-Replaced upstream o2 sensor
-Cleaned injectors
-Checked for exhaust leaks (none discovered)
-Checked fuel filter (not clogged)

(Relevant) Performance Mod List:

-full intercooler piping
-Turbo XS Type H BOV
-Kinetic Wastegate Actuator
-Short Ram intake
-3" o2 housing
-3" Catless DP
-Borla catback
(running stock boost)

From what I've read and what I'm assuming, I shouldn't need to upgrade the fuel pump or injectors with these modifications.

I've already searched the other threads regarding this fuel problem and information from them hasn't helped much so don't be a douche and tell me to search. THIS HAS BEEN VERY FUCKING FRUSTRATING SO ANY THEORIES OR HELP WOULD BE GREATLY APPRECIATED!

The problem is the PCM thinks that the O2 sensor thinks the A/F is lean, when its not(hence the 11mpg).
The O2 is reporting false info or the wiring from the O2 to the PCM is burggered. False info could be from a bad O2, (but you replaced it) or an exhaust leak. Its too coincidental that this happend after an exhaust change NOT to be caused by a leak.

1) Change your oil as its been soaked with fuel. DO NOT GO WOT until you fix this or you'll be fixing a hell of a lot more real soon.(engine and turbo)

2) Your plugs are probably fuel fouled too and are now causing thier own issues. Clean them or replace them.

3) Scan the O2 voltage at cruise to make sure its switching. It should be flipping from ~2.5v-~3.5v pretty fast.

Whats the LTFT at idle and Cruise?
Whats the O2 voltage ate idle?

4) Be sure to clear your Maxed out LTFT otherwise it will take a while for the PCM to pull out the fuel it has been adding. The Snapon tool or disconnection the battery will do this.

An exhaust leak upstream of the O2 will cause this code. If your pos 3" O2 housing is leaking, that would do it. Look for black carbon tracking around the flange.
