DCR website says it prevents the lifters from over pumping, but I guess I am wondering HOW it does so and all the rest of the specs. I assume it prevents oil flow from some passage in the top-end...?
More importantly I am wondering how you know if you do need it, whats the indicators?
from my understanding the hydrolic lifters when presented with too much oil will allow the valves to not properly seat in the higher rpm range (lifter induced valve float) I dont know of any actual research proveing this but many have seen good results in top end performance. as for the install just pull the cam/oil cap fron the intake cam (drivers side) and slide it in the hole (super easy install) it just reduces the oil feed's orfice size

Interesting, so I assume pulling off the valve cover is part of that? Sorry, I am really unfamiliar with the top-end of this engine.
No Aaron at Realtune was the one who did all the testing for the "DCR" modifier so it's really his. I would contact him and see what hard results he has. If I remember correctly it was something like 8-9 different versions they used prior to settling on one.
Yes, valvecover has to come off, and one cam cap (closest to the CPS) and the restrictor is dropped in. All in all, it's an easy to do mod and only requires minimal time to do.

i have the DCR oil modifer installed. yes, it was very simple to do. Darrell supplies a very nice instruction sheet for the job. as for what it does, it reduces the flow and volume of oil to the lifters to prevent overpumping as stated before. as for hp gains, if there was any, it was minimal. i'm sure that if you were to contact Darrell or Nubbs, they could give you better details as for why it's important, gains, etc...
i was told once before (many moons ago by Darrell), but can't remember right now.
