I really like the Boomba rail. It is not cheap but has enough ports to attach nitrous, a return line, a pressure gauge, and anything else you can think of. It is also a very nice piece, it is almost artistic. Perrin also has a nice rail but I have never seen one in person.
Im going with an 03 rail, and running the FPR after the rail, and t'ing into the feed from the end of the rail to the FPR for my nitrous feed. Gauge goes into the FPR, return line from the FPR too, feeding back to the fuel canister with a bulk head fitting (as opposed to the tie in at the fill tube).

Theres 1 IN 1 RETURN 1 OUT Id be using the OUT port as if you were to put the regulator BEFORE the rail.
It doesn't have 1 out, it has two inlets, and one return line. Its meant to be used to regulate two sources that have INCOMING pressure, there will be no output from either of your inlets. You need to get a source of fuel that ALREADY has pressure in it, then you can hook it into the regulator to regulate the pressure.
Best bet is to either come off the end of the 03 rail if you have one, or T into your fuel line before the rail.
so, what's the verdict, a boomba is the way to go?? i need to pick on up
Its your choice, if you have $175, get the Boomba, if you don't have the money, go find a used 03 rail (i saw one on for sale section for $75).
There's really nothing wrong with either setup, and there's also nothing wrong with T'ing into your stock fuel line (like you would with a returnline) and dont even bother getting a new rail.
