Question turbo hotside wont move?

So I bought a gt30r the other day from a guy that had it on his sti and im trying to turn the hot side of the turbo so the lines going normally but can't get it to move so is it ok to have the oil feed line coming from the side and the dump tube coming from the other side and the Coolant lines coming in from the top and bottom???

No the oil feed/drain needs to be as close to vertical as possible.

Mod List: Built 2.4 with DCR Pro-Mod and a BW/AGP S-360RS along with every supporting mod. Currently 8psi a need bigger wheels/tires.

yes, a garrett turbo should have two half round bolt straps that hold the CHRA in place in the turbine housing. often times you can use a bolt to back off and force the CHRA out of the turbine housing that way, when possible try to do it evenly backing off another bolt 180 degrees from it. This should free up the chra and allow you to reclock the turbo.

I cant get it to budge, that bolt being in there shouldnt matter right it should still turn correct?
