stock 22lb question

hey guys i am in a little debate with one of my friends with an srt-4. his mods are 22lbs on the stock turbo,side exhaust,cold air intake,type s bov,after market WGA,return line,fuel rail,an AFC controller, wideband,downpipe,and i think that covers it all. but he tells me he can reach 400 hp with stock turbo by porting the intake,heads,TB, new 3in down pipe. i say not even close becasue there are guys out there with s3 turbos and supporting mods that only dyno around 370 or alittle higher. who is right here? thanks.

All he needs is a 200 shot of NAAAAAAAWWWWZZZZ! And he will be there. Other than that he is high as a kite no-one has ever come even close to that number I think neondan did like 325 or something like that. He will never see 400.
