E-1, sst, or s3k are options in your price range but none will EVER come close to 400, S3K might touch 340's (360's with a ported exhaust mani) and E-1 about 340's assuming you have the supporting mods $$$$, all are an easy swap
any way you look at it you will not get over 300 hp (assuming no N2O) for under a grand and those 340+ numbers will cost about 1500 bargain basement (new) and for 400 hp well just save up

.48 50trim all the way. i still have some irritating issues with boost creep but it's otherwise fantastic for the street, spools hella quick and it'll hit your 400hp mark, although some additional input on current mods from the OP would help us all
