Define your surging. Check for leaks on the exhaust side.

If the BOV was leaking, could that have anything to do with it?

Yes they are and it has been pointed out in a turbo size sticky as well. Its not recommend to run a 57 trim on our cars.

there are a few ppl. that are running 57 trims with no problems, if done properly with the right fuel setup and good boost control method. Define what you mean by surge, is it when you hit full boost that boost seems to hit then hit again or what? definitely check you BOV and you entire IC hoses, I would guess you have a boost leak...

I'll check the bov tonigh then I return it, the surging starts when I hit full boost. But the boost doesn't drop off, it stays at 21

Try rolling on the accelerator more gradually. Instead of just letting the boost hit and surge, see if you can ease it up to full boost without it surging.

T04E "57-trims" have a really weird and shitty compressor map.
