A little buffing with some light compound should take em right out. Meguiars scratch X works awsome. If that dont work try a more aggresive compound and finish with a lighter one then seal it up again with some wax. If the really light water spots just some wax with some elbow grease make take em out aswell.

Are the water marks a result of washing the car, and not wiping off the excess water off? If so, always wash in the shade, and dry it afterwards.

Before you buff it you NEED to clay bar the spot you buff. if you dont you run the risk of putting scratches in your paint.

I second what he said. If the hard water spots are really bad then buffing will be necessary to get them completely off. If they are light then you could probably just get away with claybaring them off. Black is going to be a PITA.
