Default E-Brake not strong enough!

I want to know if there's a way to regulate the Manual brake. I replaced the pads all around I though that would solve my problem. But it hasnt.

If I park the car uphill even just a little bit, then I put the manual brake on, it still rolls back, then I have to do it a second time and pull it harder and it gets some tension. I don't think it's supposed to be like that. Any suggestions as to what's the problem?

I always leave it on gear, but I would like to not have to leave it on gear when Parked in a flat surface.

So, somebody let me know how to regulate it plz...

uhhhhh you can tighten the tension on the ebrake by turning the little star clockwise or counter-clockwise (cant remember which way but one way tightens and the other way lossesens) its under the rear rotor in the ebrake area. dont know if this is gonna help but you should know if you dont have enough tension in ebrake cuz the ebrake lever will feel real loose.....like its not grabbing on to anything good enough..

You can peplace all the pads over and over and it won't get any better because the parking brake has nothing to do with the pads, there is a set of parking brake shoes under your rear rotor, probly not worn out unless you drive with the parking brake on, they can be adjusted like normal drum brakes.Or like mentioned above just adjust the cable tension.
