powdercoating wheels is around $75 each for a quality job, plus dismount and mount of the tires because you can't put a tire in a 400° oven and expect it to come out ok.
If you aren't worried about excellent dry performance then an all-season makes a lot of sense. If I was in your situation I would find a nice set of wheels, under $150 each, and put some good performing 3 season tires on and then find some cheap all-seasons or winters to throw on the stock wheels.
