Default question about winter/all season setup

So I need new tires right, but Im not sure what to do. Should I get a good all-season tire and new rims. Or should I get winter tires on my stock rims and then get new tires and rims for the rest of the year. I need to know if this is really necessary because Id like to not have to spend a grand on a new setup if I can just get an all-season tire. My stockers are painted black and Id like to make them look a little better so another question is anodizing/ powdercoating or new rims. Let me know what you guys think

powdercoating wheels is around $75 each for a quality job, plus dismount and mount of the tires because you can't put a tire in a 400° oven and expect it to come out ok.

If you aren't worried about excellent dry performance then an all-season makes a lot of sense. If I was in your situation I would find a nice set of wheels, under $150 each, and put some good performing 3 season tires on and then find some cheap all-seasons or winters to throw on the stock wheels.
