Default Getting vibration.

I recently changed to a set of ADR octane rims with Wanli tires. I am getting vibration in the steering wheel. I put hubcentric rings and removed the crush washers. could it be the type of tires. has anyone else had this problem. My wheels are 17x7 40mm.

quality control on aftermarket rims and tires aren't nearly as good as OEM pieces. It could be a bad balance or the mounting pad on the wheel could have been machined a little off, or it could be wanli (not exactly a great tire) lets tires out that make it nearly impossible to balance due to heavy and light spots during manufacturing.
