He says he can't send it cuz his work PC can't goto paypal.com...so unless he sleeps at work, then he's at home right now, meaning he could have sent it as soon as he got home unless he doesn't have a PC or internet...in which case how is he going to send it at all, so whats the deal?

I am adopted, so what, my parents probably love me more than yours do, what you're going to say "oh well your first parents didn't care about you thats why you got adopted?".
