It Varies from town to town. But I know in my little town, they can always use the "nieghborhood noise restriction" BS. Its a "probable cause" to stop you if they want to.
Same thing with the front licence plate deal. My dad was a sherrif's deputy for 10 years here, and he NEVER once stoped anyone for no front licence plate, but I got pulled over by a state trooper here for that.
southside of houston aint that bad...i got a straight 3in side exhaust pipe, loud as hell and no warnings or tickets from cops...plus I got Carlos to take away my tickets...
I had a 3" BDJ's dump on my car for about 6 months. I then got it converted to a side exit. No cat and one 16" resonator. I drove it with this side exit for another year with no problems from ANY cops. That includes on my trip to California!! I guess the Texas plates were a "get out of a fixit ticket free card" or soemthin!!

Cops around whrer I live, tell me It sound like one of the turbo diesel trucks....I started to chit chat with a few cops at the local gas station a little while back, every time I see them on the road they wave and I wave back.
i never have had an exhaust prob (bdjs 3" w/24" dynomax) but i knw it contributed to my speeding ticket... motorcycle cops HEARD me coming and then clocked me - they were actually leaving another call...
