That's BTR's car and he made those lights himself. You cannot purchase them anywhere. They are retrofitted with Infinti Q45 projectors which don't have the best output nor a very crisp cutoff line but are mostly used for the way the projector appears. They are very large projectors too which makes them even more difficult to retrofit than other, more standard sized, projectors.

I've seen em, they're ridiculously bright. He did a good job on them.

i was thinking of finding a way to retrofit headlights like the audis

Yeah ive seen those around,I bet those headlights arent easy to find. If i had a evo i would do the lights like that since they are more of a rectangle.

haha i paintshopped an idea on the headlight retrofit

edit would probly take about 10 led bulbs per side, would want some kind of projector setup in the middle, and would want to tint or use black housings to make it look better
