Default Water killing my HID ballasts?

Ok, so this is the second time I have had to deal with this problem. Orginally I hide my HID ballasts way up in front of the splash shields behind the front bumper. I had to take my front bumper off to tow the car, it rained, ballast died. My fault. Now, my car over heated and water sprayed on my passenger side (car is not an srt-4 and over flow bottle is in passenger side fenderwell) and now that ballast died. Problem is the fuse didn't blow (30 amp fuse on power side, and 2 15 amp fuses for each ballast). Not much water got on the ballast, I don't understand why it doesn't work.

Ballasts are oem bosch from an audi TT I think? The connectors have weather seals but I guess they are not very good. Silicone will solve this problem? I don't have any space in my bay to mount them in a different spot. When I replaced the first one, I got a ballast on ebay for 60 bucks, now I can't find one under 120 shipped

Any ideas on where to buy cheaper and how to water seal them so I can still unplug them if I need to?
