Default Vertical headlight adjustment???

Ok where is the vertical adjustment for the headlights? The passenger side headlight beam is at least a few inches lower than the one on the drivers side. Unless it's normally supposed to be that way, it's quite noticeable though. I can't seem to find a vertical adjustment screw anywhere around the housing.

clockwise makes the beam go higher. Visa versa to lower the beam.
