100% true...if they were'nt equpped with it from factory they are illegal the exact ticket will be "buying/selling adn using of illegal equip" mandatory court appearance. had this happen over the summer with a buddy of mines eclipse he had clear tails, HIDs, and a shit load of other mods.
I hope this doesn't become an issue as I drive through our wonderful United States.

Maryland takes it a step further. When I had my old car Ford Contour V6. I had windshield lights I know Anyways I was told then by a State Trooper that any aftermarket light including Fog lights are iilegal if they didn't come factory. Fucked up isn't it.

You think it's bad over there, every single new BMW or Benz that comes out has HIDs and they blind the crap out of everyone, from the factory. And I can guarantee there are more BMWs and Benz over here...blinding the crap out of me every night.
Although factory HIDs are bright as hell, they're nowhere near as blinding as aftermarket retrofits. Most aftermarket HID kits are not DOT legal because a halogen reflector/lens with an HID bulb/ballast shoots the bright-ass beam all over the place, whereas the factory HIDS have a more focused beam pattern.
fog lights aren't illegal as far as i know in any state, unless you have excessive amounts of them.. don't quote me on this, but i think you can have no more than four (or was it six..) driving lights illuminated at any given time, including your fogs and headlights.. Funny note on that.. Some girl at HIN in Chicago a few years ago had 10 fog lights on her ugly-as-sin Integra with a CL front conversion.. i wanted to ask her if she was blind, but she wasn't near her car at the time.
And yes, unless you have a HID projector housing, or a special reflector housing made specifically for HID, it's going to cause a ton of glare. A lot worse than those Benzs and Bimmers you see..
I had 8300k HIDS on my 01 tib and there was practically no glare on there but when I took it to inspection they still said I failed for them so I had to take em out but then I taded it for my Srt4.
