So you ordered hids but are now tinting them to reduce the light output?
Nightshades has a purple hue to it, so I wouldnt tint anything clear with them. Rockblocker will bubble after a certain period of time, so I dont care for that stuff either. Between the two I would go with rock blocker. Mine took over a year,but it started to bubble from the heat.

3000k = yellow
4300k = very bright near white light

Not everyone wants yellow fog lights. I went with 4300k in the projectors for my fog lights and am very happy with it. Why on earth someone would install hids then tint them is another question.

as for 3k vs 4300....in projectors either will do but its a matter of taste. Im a huge fan of 4300k in headlights and 3000k in fogs because when the two are combined they provide a soothing ray/spread of light that is pleasing to my eyes. I also dont mind 4300 in the fogs but what i have seen is that they drown the headlights atleast if used in the stock housings.

I cant even see the headlights on the ground when the fogs are on. I could easily run my fogs alone if I pointed them up a little higher. The intensity on the projectors I used are pretty damn good. Not very wide, but not bad either.
I have RockBlocker tinted foglight film on my projector foglights. I bought it for aesthetic purposes, not to lower the lighting any. I have 3k HIDS in there also. The light is great and the rockblocker protects them, and serves the aesthetic purpose I wanted it to.
