Default possible bad HID's?

i have recently installed some new but used HIDS that apparently that no issues before i got them, im finding myself having to turn my headlights on and off a few times to get them to stay on...they flash on and turn off and then when they do turn on its like they need to warm up...any ideas?

Got harness? How are they wired up? How old were they? Condition? Did you test them off your battery FIRST before installing used equipment. That would of been the first thing I would of done before wasting time installing possible damaged goods.
